2005年5月，经原国家人事部党组批准，由中国高级公务员培训中心主办的中国国家人事人才培训网正式成立。
“国培网”是国家级网络培训教育专业机构，其服务对象主要是公务员、专业技术人员、企事业管理人员和人社系统工作人员。
“国培网”的愿景是整合国内外优秀培训资源，建立多层次、高效率、广覆盖的远程培训体系，为各类社会成员提供多样化的培训教育服务。

“国培网”运用新一代云计算技术开发的网络培训管理平台，具有公共服务、智能管理、开放共享三大特性，功能完善、性能优越、技术成熟、运行稳定，支持千万人同时在线学习。
“国培网”注重学习资源的研发，聘请上千位顶级专家、学者和相关领导干部，以每年500课时的更新速度，制作积累了1200门，7000多学时的教学课件，内容涵盖管理科学、政策法规、时事热点、教育考试、专业技能、文化素养、科学技术等多个模块，可供不同需求的学员自主选学。

As the results of the development of an information age, the internet, the internet of things, cloud computing, big data have come into our lives. The application of these technologies makes it possible to provide online trainings and education to cadres on a very large and comprehensive scale.
In May 2005 approved by the Ministry of Personnel of PRC, www.chinanet.gov.cn (GuoPei) was officially launched by China Training Center of Senior Civil Servants
Guopei is a leading national online training and education network. We provide professional trainings to civil servants, professionals and technicians, managers of state-owned corporations and MHRSS officials.
The vision of Guopei is to offer top quality and diversified training services to civil servants, professionals and technicians by consolidating outstanding training resources both from domestic and overseas as well as constructing multi-level, highly efficient and widely covered online training platform.
Our faculty is composed of many well-known scholars who provide excellent online classes and lectures to our platform end users.
Once logged in Guopei’s platform, our end users can easily gain accesses to thousands of high-end courses for different subjects.
We use cloud computing technology to develop our advanced online training management platform features the offering of public service, intellectual management and open sharing of information. The platform can support over ten million persons to undertake training simultaneously because of its superior performance, comprehensive function, mature technology and outstanding stability.
Guopei makes great efforts on the R&D of education resources. Our faculty members include thousands of top-notch professionals, scholars, industry leaders and senior government officers. Every year, we develop more than 500 class-hour courses. By now, we have accumulated more than 1,200 courses over 7,000 class hours. Our subjects cover management science, policies and laws, current events analysis, education and examination, professional skills, Chinese culture, science and technology, offering a wide-selection for the learners with different learning needs.
Guopei has earned high recognition among our customers as we provide high quality products and services, promote thorough communication and charge very reasonable prices. We are the first player in the industry who launched one-stop service with a SAAS model, keeping our customers from paying a lump sum initial investment.
Up to now, our customers include over 8 provincial governments, 15 cities and 6 ministries. Our registered online users have exceeded 2,000,000. In the next three years, our service will cover more than 20 provinces with annual training population over 15 million.
With the mind of openness, compatibility and sharing, we strongly believe in the continuously innovation is the key success factor to our long-lasting development.
Our server cluster consists of over hundreds servers and we employ the technologies including CDN, P2P and BGP. We have over three hundred mirror sites currently located on different national leading network carriers, ensuring the stability and reliability of our system and platform.
Our platform provides management functions such as multi-level authorizations, statistic and analysis, real time reporting and archive management, on-line exams, certificates online printing. Meantime, we are still developing more new features to improve our platform functions and capabilities.
We are incessantly improving the visibility and attractiveness of the courses by offering creative and diversified courses, rich media and mini courses.
We are strengthening our ability of resource integration and enhancing our user experience by implementing advanced technologies such as pluggable module operation and cross-platform applications on both smart phones and tablets.
The development of Guopei has attracted great attentions from leaders at MHRSS. They’ve visited our office for debriefing and advised on our future development directions. The fellow peers from provincial governments, different departments and different industries also provide a lot of supports in many different ways to our business.
